I favor big fines, so they won't continue to be tempted to see what they can get away with, and "apologize" if it is over the line.

Big enough that the shareholders will require the directors to require the management to use proper judgement.

I think maybe 7 figures would be an appropriate fine by the FCC. Otherwise they'll write it off as a justifiable business expense.
