The CIA may be flawed, but this is old hat anyway. The real question is why didn't this come out a month ago?
Answer: Institutional bias. The CIA old farts were trying to protect their turf, but this president is a doer. He doesn't accept crap. He sets out to solve problems, not paper over them. The CIA became too risk adverse and too self contemplative just like all big bureaucracies become. We need a good housecleaning.
