Castration after first offense would solve this...
What about a compromise? First we castrate them then we execute them.

No compromise. Execute them. Period. Millstones and the Marianas Trench are a good combination --after-- the public hanging...got to make examples....
Stoning is obsolete: at a stoning, what with all the people surrounding them, we can't be sure that the TV cameras could get the final few moments as the criminal expires.... /facetiousness but NOT sarcasm....
