I would think it also includes the German-speaking Mennonites from the colonies in northern Mexico. Also there are quite a few French, German, Lebanese and other groups in Mexico --- they are all hispanic? Former governor Romney from Michigan was born in Mexico --- I suppose that would make him hispanic.

Many of the Koreans were refugees from North Korea during the Korean War. There are Germans in Latin America, especially in Argentina, Brazil, Chile, and Mexico. Some of these Germans that fled to Latin America were Nazis. There are many German colonies in Latin America, especially in South America. There are many Northern Europeans in Peru I read. If you watch the Spanish channel, I see lots of Whites in places like Mexico or Peru.
