No, Cheney is not going anywhere. Condi might get the Veep nod in '08 but I doubt she'll be the Presidential nominee.

Section 2. Whenever there is a vacancy in the office of the Vice President, the President shall nominate a Vice President who shall take office upon confirmation by a majority vote of both Houses of Congress.
Dick Cheney would need to resign or die for this to happen. Even if this does happen, Bush would not put someone as inexperienced as Condi Rice in office.
