There were interesting proposals.
I liked one (Mark Steyn's I think, but not quite sure, anything good can be attributed to the guy) where Iraq is further divided from 18 provinces to more districts. Local elections are held everywhere. Maps are widely posted (like county-by-county red-blue map) to show advances of democracy and what "county" is ahead in peaceful achievements, etc. American troops are removed from the "good counties" and its shown on the map too. The "bad counties" are quarantined.
The country elections would then come naturally as the end-result of the development.
