I don't see it as racist either.
I noticed very often that if you draw a funny caricature of a person nobody cares, but if you shade that person black and give him/her black hair, everyone thinks it's racist.

One thing is positive, enough of us find this offensive but not specifically racist. It puts women down, but on the other hand, what if the cartoon was of a bird drawn to look like Tony Blair? It's really a political cartoon with the intent to undermine Condi's roll.
Everyone is right, if this had been cartoon of black liberal by a conservative cartoonist, you'd have lawsuits.
