The Soviet SS-18 had 20 warheads of 1 megaton each. I don't recall how many our big missiles had, but it wasn't nearly as many, maybe 3 or 5. We haven't had to worry about this stuff for a while, and I don't think we have to worry about Russia now, either. If the Russians are developing something that makes them feel safer, it's for internal consumption.

At last. Someone thinking out of a box :)

The only way to deter Chinese against starting war with Russia is have a 100% guarantee of Russia nuking them in first several hours.

As to building smarter missiles against missile defence systems... This is an ever-lasting competition. Like lock and thief :)
