his doing so would NOT put the Dims in the majority - it would merely put HIM in the minority.
And the Minority gets no committee chairs.

Specter is a former Democrat, who bolted the party because he could not get along with Mayor Rizzo, as the Philly DA he and Rizzo who was then chief of police clashed quite often, Rizzo himself switched to the GOP in 1987 because he thought the Democrats had gotten too liberal, but Specter has such solid control of the GOP in Philly and Rizzo was shutout of the party, Rizzo was attempting to take over the Philly GOP from Specter when he died of a heart attack and since then Specter has had total control of the Philly party.
