Frankly I think Felons should always be able to vote. There are several people who get a felony for political reasons and the government should not take their right to vote away. The government should allow every citizen to vote.

I also think two weeks is a good grace period. Here in Illinois we have school board elections and primary's and general elections and maybe a runoff. Its not easier to vote twice if you have to wait two weeks between registering and voting.

In Wisconsin you can register to vote in Milwaukee and run down to Chicago and vote again regardless of the grace period being two weeks or four.
