I don't think that it would be at all hard to punish France. After all, France is not all that well liked even within the EU. If we ignore the EU and talk to Britain, Italy, Austria and the Eastern Block for starters, we could really isolate France. Added to that, we can be very sympathetic with Amsterdam over their recent terroism problems. We can even work with Spain and Greece.
