Do you suppose the real mover-shaker behind this "movement" might be Arnold's wife, the Kennedy lady? Maybe she's already tired of living in the hokey town of Sacramento, and wants to move to D.C. ??? Just speculating.
This would be my guess. I read (Sac Bee, I believe) that when Ah-nold had trouble getting the Calif. Rats to go along with him, she started placing calls. Lo and behold...problem solved. She has waaay too much involvement (PIAPS?). Constitution will NOT be changed.
