The Marine clearly says "he's done", not "he's gone", no matter what was printed. Having said that, I have absolutely no problem whatsoever with a soldier dispatching an "wounded insurgent" (if in fact that is what happened here). As has been pointed out already, you don't leave it to chance in that scenario, you KILL the enemy.

I'm still not getting the war-crime aspect of this. To me, a war crime would be marching captives (wounded or not) out to a field to be shot. Finishing off a wounded enemy in the middle of a battle isn't comparable.
If this is the best the dickless Left can come up with to criticize our Fallujah victory, then we're in good shape.
