Notice that most of the Dems and the DNC are staying FAAAAAAAAAAAAAAAAAAAR away from this. They are finally trying to distance themselves from the kooks. To demand recounts and start this up would be to defeat their strategy of painting Bush and Republicans as out of the mainstream, i.e. gay bashing Jesus freaks. Its hard to do that when you are screaming election fraud under these circumstances.
You may be right, but it wouldn't surprise me if they were encouraging it - -behind the scenes, of course, so as to look as they are distancing themselves.
