If you have a policy that acknowledges your theoretical refusal of juries to convict, then that would obviously not be thrown into their average.

In other words, you'd pay people for accomplishing nothing.

Here, send me all of your cash, and I'll accomplish exactly the same thing. There, will you feel better?

My first post to you on this subject posited that an acquittal, if made expensive enough, can still be used to create a disincentive to hire illegals. Thus, even if your juries that must be out there somewhere (I trust you have evidence other than your bare assertion) do not convict, it is not the case that nothing has been accomplished. The business has incurred a new cost and there is negative publicity about their business practices.
