Tancredo's plan provides positive and negative incentives for those already here to return to their home countries and apply with everyone else for a guest worker visa, rather than giving an advantage to illegal aliens for entering and working illegally. Legalizing in place is the issue that will be most unpalatable in the Bush plan. If that's dropped and Tancredo is brought on board, much of overall resistance in Congress will evaporate.
