It is tradition, and there are several who will want to go back to private life. Apparently the President wants to do this in stages, though, rather than have a wholesale change all at once. This first-term group has been a remarkably loyal and steadfast cabinet. I hope the next group serves the President and the country as well as the first termers have.

Clinton used his cabinent to make political payoffs, look back on his appointments and resignations, and the difference is night and day.
