In these situations it's difficult to tell. It might be the illumination "snow" (flares) from aircraft (like a SPECTRE gunship) or it might be phosphorous. If it's the latter, it's nasty for the target. Phosphorous will burned fueled by air. Hence, water will not extinguish the acceleration. Packing mud on to the skin is pretty much the only way for an individual to control the burning. However, given the continuous aerial assault on these f^%$ers, it's "snow" to illuminate their asses. All in all, we are going to town. I only wish Taliban Lyndh were there to get some.

Is this stuff - Illumination or incindiary rounds?
Either way; it looks as if the general effect is to give Fallujians "A hot time in the ol' Town tonight"!
