Most of the "research" dollars drug companies spend is on how to make their drugs different enough that they can patent them all over again after the original patent expires.
It's in government sponsored labs that most medical breakthroughs are made.
Your assertion about where the breakthroughs generally come is interesting, but I am skeptical. I am in favor of governemnt drug research though; that has nothing to do with protectionism. And I am in favor of drug imports, and opposed Bush on that, and posted such, and was very adament about it. I also posted several my proposal about having a most favored nation anti price discrimination policy, because American consumers are being taken for a ride by Socialist buyer monopsonists of drugs in Europe and Canada. Laws that attack monopolies or monopsonies enhance economic efficiency and the free market. Cheers.
