Because the vote they wanted to "rock" didn't come out to vote --- for Kerry or President Bush.

Exactly. And to prove the point that they ARE partisan, they spent it primarily in Battleground States -- by their own admission! So, to the people that apparently didn't get SMETO's point, ask yourselves: why would a "non-partisan" group focus on Battleground States in particular if they weren't trying to influence the election toward Kerry? If they were "just trying to get out the youth vote," why focus specifically on closely-contested states? Apparently, Rock the Vote couldn't care less if young people in Texas or New York vote.
Just read the second two paragraphs from the article in succession:
