Let people keep ALL of their income for a fiscal quarter. Then, have them write a check to the IRS at the end of that quarter like I do. There would be a revolt at the end of that quarter. I guaran-damn-tee it.
There'd be blank stares from politicians and bureaucrats.... Before they ran for the hills.
