Who collects sales tax now? It's a no-brainer. The mechanism is already in place. All it would be is another line on the receipt: Local Sale Tax, State Sales Tax, Federal Sales Tax. Piece of cake.
The states coleect it now and they keep it. What would prevent them from not sending it in? Remember the Articles of Confederation fiasco?
