In my judgement, he doesn't have them yet, but desperately wants them.

For the sake of argument, 'Z, let's say I gave a creative guy like you $2 Billion dollars in cash and heroine, and bet you another $2B that you couldn't buy a number of nukes (let's say... TWENTY). In order to collect the bet, all you have to do is position them in 20 major cities around the world within six years.

What do you think? If you couldn't do it, I'm *certain* that I could, and UBL is significantly more motivated that you or I in this regard.

I wouldn't be so certain. The distribution of nuclear technology is one of the top focuses of international intelligence. billions are wonderful, but unless you can create your own independently, trying to purchase one, let alone 20 would be near impossible. In the case of Pakistan, even one would be more precious than that amount of money due to the constant threat posed by India and the need to maintain a deterrant. However, if Iran gets the bomb, I see very little stopping it from supplying terrorists, but that is future. Under current (past 10 years) situation I believe that it is unlikely OBL has a nuke. His inaction and apparent impotence against the US' WOT strongly suggests the same. And I do sleep well under that assessment and don't support fear mongering.
