Reading the passage:
The snakes can be destroyed by the green. Not worth attack. Best to slaughter the american dogs in my homeland. Dog lappers are nothing.
says to me that the Americans in the United States can be destroyed by even inexperienced fighters. It's a better tactic for them to slaughter the professional American soldiers in Iraq. Taking care of the lapdogs sitting at home will be easy.
Judges 7:5
"So he brought the people down to the water. And the Lord said to Gideon, ' Everyone who laps from the water with his tongue, as a dog laps, you shall set apart by himself. Likewise everyone who gets down on his knees to drink."
The end result is that those who forgot themselves and focussed on the water where sent home. Those who drank from their hands were called to battle. 300 of them to be exact, against a multitude.
Dog-lappers = untrained or inexperienced soldiers?

Replace the green with cash(bio) and it infers why bother physically attacking when the biowarfare will destroy...better to attack in someone's homeland(Iraq?)
Sounds to me like this person is indicating we can be destroyed economically - that murder and mayhem are not worth the effort, given the security levels.
