Someone else here made a good observation that a refinery at night looks like a "lawn of golden jewels"
my own thought on "dragon blew fire, shakes the sand" would be a ruptured oil or gas pipeline set afire, and an explosion.
I caught the refinery metaphor, and that makes a lot of sense to me.
