That's great, but it does not explain how a people who are considered members of a sovereign nation are allowed to vote in another country's elections.

I don't know what that article says, but I can tell you right now there is such a thing as dual citizenship in about half the countries on the planet.
If you're a citizen of more than one country, you get to vote in both countries' elections.
Indians get to vote. Deal. We're up by 9K votes with only 27 precincts left, by my last count.
