Kerry camp claims 200,000.
That is highly unlikely.
Only 23,000 absentees weren't delivered, so they were on provisionals, but that court case came just this afternoon.

Bush's margin is 126,345 with 96 precincts reporting, as of 2:10 am EST. Ed Bradley is insisting that there are 200,000 provisional ballots, so as long as Bush's margin is below that, then the result is still in dispute.

Ohio Secretary of State Ken Blackwell says speculation is that there would be 175,000 provisional ballots.
