I would take that as an acknowledgement that men are choosing to inflict this on each other, and on themselves indrectly as a result. That's hardly a lack of power, but more a lack of discretion in using it.
As a biologist, I don't think it is choice as much as an inate characteristic that operates in normal scenarios.
