The Russians and Germans were the sellers of the higher magnitude of weapons at Al Qa Qaa.

When coalition forces were poised for six months awaiting UN and DEMOCRATIC approval(resistance), the Russians and Germans removed them from AL Qa Qaa and stored them in neighboring Syria primarily. Each had seperate arrangements.
The soldiers who were there saw streams of large tire tracks leaving the facility, showing a recent flurry of transportation.
The news agencies had an article mentioning that the Russians and Germans were doing this to 'secure' these items during the ensuing invasion. They probably saved lives by doing so.
We have sat pictures of convoys moving from Iraq to Syria.
At the time, I believe it was in the news that we didn't interfere, because they had Russians troops manning the convoy, and we had no way to prove they were doing anything wrong.
Oh, yeah. http://www.fas.org/nuke/guide/iraq/facility/tuwaitha.htm
P.S. Turns out we did attack one convoy.
