ABC did send a copy to the CIA. Then proceeded to see if they could authenticate the video.

They were likely under the orders of the CIA to keep quiet until the CIA looked at it and gave the OK.

What else would you have them do?

Just heard that ABC is planning to run the tape without the CIA being able to authenticate it. By the way that doesn't mean the tape is inauthentic.
