I agree with you statements....however, maybe, the Feds demanded ABC sit on it, go ahead and make their copies of it, give Homeland Security / CIA / NSA and all others concerned to analyze it and prepare if necessary.

I don't think so. If that was the case, ABC would make sure everyone knew that was the case.
Also, not that ABC News says they were checking to verifying their sources, etc.
That IS NOT their job! They needed to hand this over to Homeland Security ASAP.
