Easier to ship that stuff to Syria than to Iran. So, Bashir is sitting on a huge stockpile of DMX that he can peddle to just about anyone with non-counterfeit Franklins and a grudge.

Or he can boost his own program. Those SCUDS and PRNK built missles he has would pack a sudden punch they didn't before.
