It seems to me that there are three keys: (a) major (conventional?) news media story, (b) that could hurt Kerry, and (c) Dowd's indication that powerful Democrats are giving up on Kerry and looking to Hillary in 2008.

IOW, it may be a story planted by the Hillary/2008 camp of the Democrat party to make sure Kerry loses in such a way that he cannot challenge Hillary in 2008. Since the subject matter of "foreign policy" was mentioned, my guess is an event which would cast Kerry as a poison pill to the war on terror.
