un charter. It's a precedent as far as I can find. Maybe the charter has amendments?

I know the Charter doesn't but the poster specifically says it does..... thus my question to link or cite the section..... This has become FR's version of the Urban Legend, imo. If there are amendments then someone can cite them.... All I'm looking for is a prohibition against a member of the Security Council or permanent five member becoming the Sec. Gen.
Now I can see where in the past it would be assumed no member of the Permanent Five would be Sec Gen because each Five has a blocking veto.... Probably during the cold war the USSR and the US or it's allies would have vetoed each others nominee.... just a guess. Today not sure what may happen.
