All mug shots taken at the Pima County Jail are like that.
It covers up the orange jumpsuit and protects the presumed innocence of the little buggers.
It also focuses your attention on their malevolent faces...

Ohhhh... That does make sense... Thanks for clueing me in. Maybe by next year they'll dress them up with little angel wings. Used to live in Tucson some 25 years ago... how that can be when I'm only 22 is a mathematical mystery, but I digress. Back then, I thought the PD was pretty darn good.
