I wondered about this scene, and sure enough, the White House website confirms:

President George W. Bush signs S. 2634, the Garrett Lee Smith Memorial Act, in the Roosevelt Room Thursday, Oct. 21, 2004. The act authorizes the spending of $82 million for youth suicide prevention programs at college campus mental health centers. The legislation is named for Garret Smith, the son of Sen. Gordon Smith, R-Ore., and Sharon Smith, who are standing directly behind the President. Their son committed suicide Sept. 8, 2003.

What is Ted Kennedy doing there, looking down?

He probably is embarrassed to be there, after all the personal attacks he has thrown to the President

So why was ted kennedy in this picture. Was he getting leverage to hold against President Bush? I'm a native of Louisiana, been in Texas 34 years. I agree with you about condi2008. Hope that can happen and wouldn't it be great if it was against hillary?
