Kerry mentioning the cargo again coming into ports.
I read that cargo is inspected at the point it LEAVES so it doesn't come even close to our shores before it's inspected.

Peach, you are right about the cargo manifests being scrutinized at the foreign ports BEFORE the ships leave the country.
