Merced, Madera, San Benito and Santa Clara counties...

Probably the worst-educated counties in the state. Even if they taught safe sex in school up there, it wouldn't have much effect. No one goes to school. They're all out in the fields. I know that sounds condescending, but that's the way it is.

Santa Clara County is certainly not among the worst educated in the state. Perhaps the others. The problem here isn't race, education or poverty levels. The problem is uncontrollable promiscuity.
