It's a tragedy but the story doesn't say that the frat members forcibly poured the alcohol down the pledge's throat. It says that they told him to drink the alcohol and he complied. He could have said no.

Then he wouldn't be in the fraternity, would he?

Criminalize hazing. That'll put a stop to it.
