If this passes then the Repubs should try to amend the system in CA, NY, IL and other Demo leaning states.
In any case, to ensure Mr Bush as enough EV's I think on election night I will relax only when he has at least 275 votes. That way if this stupid amendment passes and 4 of CO's votes go to kerry then GWB will still be over the top.
The RATS aren't dumb enough to do that.
I seriously doubt the governor of CO will sign off on a slate of electors that is proportional. According to the US election code if there is more than one slate of electors sumitted by a state, the one signed by the state's governor is given preference. The way I see it, the proponents will have to sue the Republican legislature and the Republican governor. They will lose in court, because it is the legislature that is given sole authority in the US Constitution to determine the method by which the state's electors are chosen.
It also violates US election law by changing the method after the deadline specified in the statute.
