A national ID card would be an annoyance, but it is hardly the mark of the beast. The mark of the beast must imply a transfer of loyalty to evil, a rejection of the good. It will not be a simple ID card.

That is why I stated it is the stage setting for the mark of the beast. It is blatant conditioning and control. Just like the government burning down of Davidian church (www.warroom.com/waco.htm), the Oklahoma bombing (www.apfn.org/OKC/third.htm) and the World Trade Center (http://www.rense.com/general46/911V.HTM). These events do not mean that totalitarianism is here in the US. It just means that totalitarianism is well on the way.

Clearly, you are right. The idea seems to be associated with the "mystery of iniquity", which will be Satan's counterfeit of Christian's union with Christ. In some way we do not fully understand yet, anti-christ will be united with his followers.
Many think the Bible indicates that governments are evil. Quite contrarily, it clearly states that these powers are all ordained by God for good - to punish evil and praise good. That is not to say that evil people cannot rise to power, but the governmental authority comes from God.
If authorities command us to do evil, or to not do what God commands us to do, those authorities are usurping their jurisdiction.
There is no command that I find in scripture that would prevent me from having a driver's license, passport, voter's registration card, or a national ID if one were created.
