Why wouldn't the recon satellites picked up their movement? Several hundred miles is a lot of distance to move things underground. Because the recon satellites saw trucks that had "Baby Milk" printed on the roofs rather than "Weapons of Mass Destruction". Oh, that tricky Saddam!
