isn't there a program called CHIPS for kids who don't have health insurace. The real issue is that parents dont'sign their kids up for CHIPS, not that they don't have insurance.

That program is alive and well in Texas. I used it with my daughters for 3 years before I came back active duty. It saved my butt with my youngests asthma.
