Don't know about that but allow me to rant for a second.
I live in an inner ring suburb of Cleveland.
For the last ten years, the city's budget has hovered around 500 million dollars per year. This covers Police, Fire, EMS, Inspectors, Garbage disposal and all the other assorted city services.
For the last ten years, the budget for the Cleveland school system has averaged around 550 million dollars!. Thats 5 BILLION dollars in the last ten years, plus another 100 million because the schools are falling apart (quite literally) and the school system wants another 100 million tax increase this year.
What's wrong with this picture?.
