From Congressional Quarterly:
REPUBLICANS PUT RANGEL'S MILITARY DRAFT BILL ON DOCKET
Presidential politics takes to the floor of the House today, with Republican leaders trying to make a political point by decisively defeating a Democratic bill that would reinstitute a military draft. Campaign rumors accusing President Bush of secretly planning to bring back the draft have persisted despite a lack of any evidence to support them and consistent denials from the White House. "A lot of people were hearing nasty rumors," said Jonathan Grella, spokesman for Majority Leader Tom DeLay, R-Texas. "This needs to be put to bed." So, the GOP leadership decided late Monday to add to the suspension calendar a measure (HR 163) introduced in January 2003 by Charles B. Rangel, D-N.Y., that would require all U.S. citizens between the ages of 18 and 26, including women, to perform national defense service, either military or civilian. Rangel said Republicans were playing politics and he will vote against his own bill.
