I'm going along with Rush in thinking Rangel voted against his own bill.
The entire house..a Republican House at that, brought it to the floor because of the lying dem rumor campaign...The dems cried foul..but the vote was taken. Rangle got up and said that the Republicans would not vote for a draft until after the election. A first four people voted for the draft but they changed their minds when it was something like 350-4.
