Whoever processed the LGF video did a nice job. I've taken that video and done a bit more processing. I don't have a great deal more time to devote to it tonight, but after about ten viewings, my first impression is that it's almost certainly a folded piece of paper.
It's definitely not a pen, and A PDA cover probably wouldn't have the "spring" action that's visible here; he opens it up then has to flatten it. One thing's CERTAIN: He cheated. He most definitely brought something to the podium, when the rules are OH so clear on this issue.
If we can get access to an uncompressed version of the clip, we can get even sharper detail, but with what we already have, there's enough information there to establish a physical width of the object with pretty good accuracy, through photogrammetric analysis. (Time consuming and involves pricey, specialized software; by setting points on objects within the imagery, you build 3-dimensional wireframe models; with that done, you can input known dimensions for objects like the podium, then get interpolated dimensions for the unknown object.)
