I think something weird is going on. I think psychologically Bush does not wish to "beat" his father and get two terms. He's tired and seems to have internalized the left's critique which is why he won't respond to Kerry's character attacks.
A Bush loss might be helpful to the war effort since Kerry can go nuclear without the New York Times or CBS doing coverage of the dead.
