In the above "quote", I counted only 64 names listed. I think these were the sponsors, not the entire voting roll of 90-0...but you're correct in your assumption...John Kerry's name isn't listed above. We'd have to dig out the original congressional document to see if he was AWOL at voting time, I'd imagine. I'd do it, but I'm feeling particularily lazy today. Late nights and early mornings do that to me, sometimes. *LOL*

Wrong. Al Gore symbolically signed. There was nothing to unsign.

Clinton wanted the symbolism of being able to say he signed it without the blame that was associated with the economic collapse it would cause. He signed it, but never submitted it to Congress for ratification. That way, he could have it both ways.
Ironically, Congress was not satisfied with that, and took a vote on it anyway, not on ratification, but merely a sense of the Senate, stating that it would not approve it without major changes. It was unanimous. Now the Democrats who voted for that resolution condemn Bush for "unsigning" the treaty, and when it is pointed out that they voted to kill the treaty as well, they say that the vote was not technically a ratification vote, but only a sense of the Congress--in other words, meaningless. Somehow, though, Bush's meaningless act of "unsigning" the treaty is a much bigger deal to them.
Your post is technically correct, but largely semantic. Your average guy does not understand the difference between a vote on ratification and the sense of the Senate vote that was taken. They voted against it. That's all that the average guy needs to know. Whether Clinton signed it or Gore is also irrelevant. Actually, my recollection was that Holbrooke signed it, but who cares? Clinton took credit for signing it, and then deep-sixed it.
