It might be an altered picture, but I don't think your reason proves it. It seems to me that Kerry's shadow, and his relationship to the sunlight, is consistent with the shadows of the other people in the pic. My guess would be that Kerry's head has been superimposed onto someone else's body.

Kerry's shadow is longer, not because he is taller or closer to the camera. Everyone's shadow, no matter if your 4'11" or 6'4" is the same length because of the angle of the Sun. Also, there is sunlight under his left arm, this is impossible given that the sun is shining directly behind him where it should be shining toward his right side. In other words, the Wall faces the south, Kerry is facing north.
